  Quarry Project  
  What is going on in the quarry at the intersection of Route 46 and Valley Rd.?
The quarry property, spanning the border of West Paterson and Clifton, is being prepared for development of 814 mixed-use residential units by K. Hovnanian Co. An age-restricted (55+) community, called “Four Seasons at Great Notch,” is now under construction. Sales are currently underway and will continue throughout 2007. New owners started moving in in October of 2006. West Paterson approved development of 700 units within the Borough, which is will include two-bedroom villas, three-bedroom courtyard homes and garden homes.   Municipal Court / Violations Bureau  
  Where and when is the Municipal Court in West Paterson held?
Municipal Court is held every Tuesday in the Council Chambers on the ground floor of the Municipal Building at 5 Brophy Lane. Court begins at 4 pm and continues until finished.
 
   
  Where is the Violations Bureau located?
The Violations office is on the first floor of the Municipal Building at 5 Brophy Lane. Enter the Municipal Building through the main door. Proceed to the left in the first floor lobby. The Violations office is situated between the Council Chambers / Municipal Court and the Police Department. The service window is directly across from the elevator.
 
   
  When is the Court Administration / Violations Bureau office open?
The office is open whenever the Municipal Building is open. Hours of operation are 9:00 am to 4 pm, Tuesday, and 8:30 to 3:30 pm, Monday, Wednesday, Thursday and Friday.

  If I have to appear at Municipal Court, when do I have to pay my fine?
You are expected to appear at Court ready and prepared to make payment.
 
   
  How can I make payment for a violation or fine?
There are three ways to make payment:
  1) Pay with cash or by personal check.
  2) Use a credit card, Visa or MasterCard ONLY.
  3) If pleading guilty, on-line payment can be made at www.njmcdirect.com.
 
   
  Marriage Licenses  
  Where do we go to get a marriage license?
A marriage license is issued in the municiplality where either the future bride or groom resides. If both the future bride and groom live out-of-state but the marriage ceremony will be conducted in New Jersey, the marriage license must be applied for at the municipality in which the marriage will be performed. In West Paterson, marriage licenses are issued by the Health Registrar in the Administration office on the second floor of the Municipal Building at 5 Brophy Lane.
 
   
  Do we need an appointment to apply for a marriage license?  YES

  Who and what is required to apply for a license?
  1. Both the future bride and groom.
  2. One witness.
  3. Proof of future bride or groom’s residency in West Paterson.
  4. Two (2) forms of indentification.
  5. If previously married, a copy of a divorce decree or death certificate is needed.
 
   
  How much does the license cost, and what is accepted for payment?
The license costs $28. Payment can be made with cash, persoanl check or USPS money order. Credit and debit cards are not accepted. If paying by check, make it payable to Borough of West Paterson.
 
   
  Do we need to get blood tests to get a marriage license?
No, blood tests are no longer required before marriage.
 
   
  After we apply for a license, what happens next?
A completed license will not be available to be picked up for 72 hours. However, you have the license will expire 12 months from the date of issuance. Once you pick up the license, you have 30 days in which to get married.
 
     
  If we get the license in West Paterson, do we have to get married in West Paterson?
No. You can get married anywhere in the State of New Jersey. However, a New Jersey marriage license will not be accepted in any other state. Remember, the marriage certificate will be on file in the municipality in which the ceremony was performed.
 
   
  Where and how do I get a copy of my marrige certificate?
Contact the municipality where the marriage was performed, not where the license was issued. If you live out-of-state or out of driving distance, you can obtain a copy of the certificate by mail. You must furnish the Health Registrar with the date the marriage was performed and a copy of your driver’s license.
 
   
  How much does West Paterson charge for certified copy of my marriage certificate?

  Birth Certificates  
  Where do I get a certified copy of a birth certificate?
A certified copy of a birth certificate can only be issued by the Health Department of the municipality where the birth occurred. The Health Registrar in the Municipal Clerks office on the second floor of the Municipal Building at 5 Brophy Lane can only issue a certified copy of your birth certificate if you were born in the Borough of West Paterson. Since there are no hospitals in the Borough, there are few birth certificates on file in the Clerks office.
 
   
  Yard / Garage Sales  
  Where do I get a permit to run a yard or garage sale?
Permits are issued at the Code Enforcement office on the second floor in the Municipal Building at 5 Brophy Lane.
 
   
  How much does the permit cost, and what period of time does it cover?
The cost of the permit is $5 (cash only, please). It is good for two weekends.
 
   
  Dead Animals  
  Who do I call to have a dead animal lying in the street removed?
Whether it is a deer, a dog, a cat, a skunk, a racoon or another wild animal, phone the Municipal Clerk’s office (973-345-8100 ext. 100) or the Police Department (973-345-8111) to report a dead animal in the street.
 
     
  Who do I call to have a dead animal removed from my property?
Any dead animal on private property is the responsibility of the property owner to remove.
 
   
  How long does it take for a dead animal in the street to be removed?
Typically the animal is picked up within 24 hours after the deer removal service or animal control is contacted.
 
   
  Summer Camp  
  Is there a summer camp in the Borough that my child can attend?
Yes. The West Paterson Recreation department provides a Summer Camp for children entering Grades 1 through 8. The camp is held at Frank Zaccaria Park on Rifle Camp Road. For more information, call 973-345-8100 ext. 213.
 
   
  Property Taxes  
  Is there a grace period for payment of my property tax bill?
Yes, there is a 10-day grace period. Payment is due on the 1st of the month. So, when payment is received on the 10th, there is no interest added on to the payment due. But, if payment is received any time after the 10th of the month in which taxes are due, interest is charged back to the 1st of the month.
 
   
  I bought my home several months ago. Why haven’t I received a tax bill yet?
Tax bills are sent out only once-a-year, in July. If you closed on a the purchase of a home or building in the months after the bills were mailed, you must come into the Tax Collector office to pick up your tax bill or call and request the bill be mailed to you.
 
   
  Who determines the amount of taxes I owe on my property?
Taxes are billed on the basis of the value the Tax Assessor places on the property.
 
   
  Construction Codes  
  Do I need a building permit for . . .
  . . . a new roof?
  Yes.
  . . . putting up a fence?   Yes.
  . . . putting in a pool?   Yes, for both an in-ground and an above-ground pool.
  . . . plumbing or electrical work?   Yes. But, a homeowner can do the work him/herself         if the home is an owner-occupied single family.
 
   
  When is the Code Enforcement Officer / Construction Official in the office?
Felix Esposito is in the Code Enforcement office on the second floor of the Municipal Building at 5 Brophy Lane from 8:30 am to 12 pm, Monday through Friday.
 
   
  When does the Constrction Official do inspections?
Felix Exposito does inspections in the afternoon, Monday through Friday.
 
   
  When do the Subcode Officials do their inspections?
  1) The Electric Subcode Official, Sal Turdo –
      does inspections on Tuesdays from 1 to 3 pm and on Thursdays from 9 to 11 am.
  2) The Plumbing Subcode Official, Tony Dascoli –
      does inspections on Tuesdays and Thursdays from 9 to 10 am.
  3) The Fire Subcode Official, Joseph Macones –
      does inspections on Tuesdays and Thursdays from 2 to 4 pm.

  I would like to volunteer. Who do I contact?
There are many opportunities to volunteer in West Paterson. You can serve the community by sitting on a board, giving your time to help with a youth program, and training to fight fires, save lives or aid first responders in an emergency.
